The Seoul Metropolitan Government(SMG) has been making great efforts to protect lives of workers, and build Decent Work policy models at the city level under the banner of “A Metropolitan City with Respect for Labor” for the past six years by implementing the regularization of non-regular workers, living wage, and board-level employee representation.
As part of these efforts, we hosted the first International Forum on Transforming Cities for Decent Work last September with the International Labour Organization(ILO), sharing performances of labor and employment policies with city governments around the world and promoting practical effectiveness of the ILO’s Decent Work initiative. ILO Director-General Guy Ryder delivered a keynote speech at the forum, while the governments of ten cities including New York and London, international organizations including the ILO and EU, and 300 labor experts joined the event to discuss future-oriented ideas.

This year, we will be holding the Second International Forum on Transforming Cities for Decent Work on December 11th to 12th. This year’s theme is “Inequality of Work and Union City”. “Union City” is a city-government-specific labor policy model that ensures the dignity and happiness of workers by establishing labor standards at the city level. It ensures institutional frameworks for workers to improve labor conditions themselves as well.
The keynote speech will be delivered by David Weil, the author of the book called The Fissured Workplace, who is also known as the former U.S. Wage and Hour Administrator at the Department of Labor during the Obama administration.
Along with Dr. Weil, many city governments including U.S., Germany, England, Italy, international organizations, and labor experts are planning to attend. This forum will be the starting point of establishing a collaborative body of Decent Work Cities to share policies of one another, and spread results thereof.
